Summary, notice description and lot information
The London Borough of Havering is actively seeking to establish an Adult Commissioned Placements Framework, aiming to deliver comprehensive support services within the health and social work industry. This procurement process is currently in the tender stage, with key deadlines including the closure of the tender period on 30th September 2025 and an award period ending on 28th March 2026. The procurement concerns specialised care services divided into three lots: Homecare Services, Supported Living Services, and Care Home Services, all located in Romford, UK (region UKI52).
The initiative is valued at £600 million gross (£500 million net) and will operate under the light-touch procurement regime, embracing an open procedure method. This tender presents substantial opportunities for business growth, particularly for SMEs capable of delivering high-quality, evidence-based care solutions. The framework envisions fostering a supportive community through effective care programmes, potentially benefiting businesses specialising in residential care, supported living arrangements, and care home management.
With a focus on quality and social value, businesses willing to comply with minimum rates set forth in the framework agreement will find this an auspicious opportunity to expand their services and client base. The inclusion of no maximum limit for Care Home Services providers suggests broad participation potential in this sector, encouraging diverse and inclusive business involvement.
ITTH172 Home care services encompass a wide range of health and social services that are provided in an individual's home rather than in a hospital or care home. These services are designed to enable individuals to live independently and comfortably in their own homes. The nature and scope of home care services can vary significantly based on the needs of the individual and can include medical, personal, and supportive care. Home care services are tailored to the specific needs and preferences of the individual. This personalised approach ensures that the care provided is both effective and comfortable.
ITTH173 Supported living refers to schemes that provide personal care to people as part of the support that they need to live in their own homes. The personal care is provided under a separate contractual arrangement to those for the person's housing. The accommodation is often shared, usually as a small group, but can be single household. Supported living enables adults with support needs to live in their own home with the help they need to be independent. It allows them to choose: where they want to live who with how they want to be supported what happens in their own home.
ITTH174 The aim and purpose of Care Home Services is to deliver high quality, person centred support to older people and those with specialist needs, for whom it is no longer possible to live in their own homes, to achieve a good quality of life and death. The provider should offer older people and those with specialist needs the opportunity to enhance the quality of life by providing person centred care and support that is safe, manageable and comfortable within a stimulating home environment.
