Summary, notice description and lot information
The NHS Somerset Integrated Care Board is in the procurement process of awarding a contract to The British Red Cross Society for their voluntary car service, dedicated to assisting oncology patients. This procurement falls under the Provider Selection Regime and is not subject to the Public Contracts Regulations 2015. The service operates within the health services industry category, focusing on transportation for chemotherapy and radiotherapy at Musgrove Beacon Centre and Bristol Haematology and Oncology Centre.
The procurement method employed is a direct award without the need for prior competition, and the standstill period for representations is set to close by 11th June 2025. This process is still within the intention-to-award stage, pending final approval. This tender presents significant growth opportunities for businesses involved in healthcare logistics and patient transportation services.
Companies that specialise in or have the capacity for managing volunteer-driven transport within the healthcare sector would be well-suited to compete and benefit from future opportunities arising from similar contractual needs. With an annual contract value estimated at £209,425, it also provides medium to large scale providers the chance to establish themselves as key players in delivering critical healthcare-related services. Professional capacity to maintain high-quality standards in such essential services is a crucial competitive advantage in this procurement process.
NHS Somerset Integrated Care Board ("the ICB") intends to award a contract to an existing provider, British Red Cross, following a Provider Selection Regime Direct Award Process C in accordance with the criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023 whilst a competitive process is undertaken. The service provides a dedicated voluntary car driver service for eligible Service Users (and their Escorts) accessing oncology services for courses of chemotherapy or radiotherapy combined with other cancer treatments. Scope of Services A voluntary car service to transport eligible service users to their oncology related healthcare appointments. The service: * Provides and manages volunteer drivers who use their own vehicles or one provided by the organisation. * Operates between 8am and 8pm, supporting service users traveling to Musgrove Beacon Centre and Bristol Haematology and Oncology Centre * Provides support for service users and carers, this may include signposting to other relevant services including those provided by British Red Cross. To prevent disruption to vital services, the ICB has taken the decision to directly award a 1 year with a possible extension of up to a further year to support continuity of service to The British Red Cross Society. The estimated contract value is PS209,425 per annum and will initially cover the period from 1st April 2025 to 31 March 2026.
