The public procurement process for the "Children and Young People's LLR Keyworker Programme" is being managed by NHS Leicester, Leicestershire and Rutland ICB, located in Leicester, United Kingdom. This contract falls under the industry category of health and social work services, as indicated by its CPV classification 85000000. The scope involves providing services from 1st April 2025 to 30th March 2027.
The procurement method used is a limited direct award under the Provider Selection Regime (PSR), not subject to the Procurement Act 2023 or the Public Contracts Regulations 2015. The procurement stage is at the award phase, with Barnardo's being the selected supplier for this programme, following an assessment for quality, value, integration, and social value. The total contract value is £790,000.
This tender presents significant opportunities for businesses specialising in health and social work services, particularly those experienced in working with children and young people with autism and learning disabilities. Companies that can provide integrated, community-based support services would have a competitive advantage. The tender supports strategic objectives such as cost-effective service delivery and reducing healthcare demand by enabling community-based interventions.
Firms that emphasise quality, innovation, collaboration, service sustainability, and social impact are well-positioned to grow their business through this contract.
The service aims to ensure CYP with LD/ASD at potential risk of admission and in mental health hospitals receive timely, appropriate, personalised, integrated support. This includes the implementation of Care, Education and Treatment Review (CETR) recommendations, and targeting CYP on the Dynamic Support Register including those with complex needs, those at risk of harm, and those with adverse childhood experiences. Keyworkers work across the system with and for families and CYP, capitalising on cross-system knowledge and experience to help families effectively navigate services. Keyworking practice is delivered in line with evidence-based approaches to working with this cohort of CYP and families, including Reciprocity, Trauma-Informed Practice, CBT/DBT, empathy, self-confidence and self-awareness, coping mechanisms, targeted intervention, resilience, emotional intelligence, solution-focused, mindfulness and Attachment, Regulation and Competency (ARC) therapy. The ICB is intending to award a contract to an existing provider following direct award process C, where the existing provider is satisfying the existing contract and will likely satisfy the proposed new contract, and the contract is not changing considerably, and the test for considerable change is not met. The approximate lifetime value of the contract is PS790,000. The dates between which the services are intended to be provided are: 01/04/2025 to 31/03/2027.
