Birmingham City Council has announced the confirmation of contract award for the "Children and Young People's Substance Misuse Treatment Service" under the Provider Selection Regime (PSR). The contract, which focuses on the provision of health services (CPV code 85100000) within the UK region (UKG), is geared towards delivering a public health approach to address substance misuse among young people. The service will integrate with wider children and young people services, offering a tiered model of Universal, Targeted, and Specialist provisions.
Key dates include the contract start on 3rd April 2025, with an initial period of five years and an option to extend for another two years. The value of the contract is £7,483,546, with grant funding confirmed for Year 1. This tender presents significant opportunities for businesses involved in health services, particularly those with expertise in delivering youth-centred, trauma-informed care.
Small and medium-sized enterprises specialising in health and rehabilitation services are well-suited to compete for such tenders. The contract's focus on a public health approach and improving health outcomes offers a strategic growth avenue for providers in this sector. Additionally, the multi-year timeframe and the potential for extensions provide a stable and predictable business opportunity for the successful provider, Aquarius Action Projects, identified through the rigorous assessment of the most suitable provider process.
The vision for the new children and young people's drug and alcohol service is to have an integrated service model with wider children and young people services. It will provide a range of young person-centred, sensitive, and trauma-informed services to CYP who may be at risk of substance misuse or currently experiencing substance related harm. The service will be structured to support Children and Young People with three tiers of provision: Universal, Targeted and Specialist. The Service will deliver a Public Health approach to address poor health outcomes of substance misuse and promotes health transitions into adulthood. This notice is an intention to award a contract under the most suitable provider process. The core contract value is PS7,483,546. Grant funding of approximately 10% of the contract value (PS7,483,546) has been confirmed for Year 1 and will be made available to the Provider for service delivery. Grant funding for additional years is subject to availability of National Grant. The Most Suitable Provider that has been identified through the process is the existing Provider. The intention is to award the contract to the Provider to deliver the new service which is not changing considerably from the previous. The proposed contract start date is 3rd April 2025 for a 5 year period with an option to extend for a further 2 years subject to satisfactory performance and funding availability.
