The procurement process for the "CS5978 Befriending Short Break Services Framework" was undertaken by Tower Hamlets, a regional or local authority located in London, UK. This procurement falls under the health and social work services industry category. The framework aims to provide befriending services for children and young people with special educational needs and disabilities in the London Borough of Tower Hamlets.
The procurement was managed through an open procedure, in accordance with the Public Contracts Regulations 2015, with a total estimated contract value of £980,825 for a duration of four years. The procurement status has been completed, with the contract signed on 3rd December 2024, and a framework agreement established that allows for spot-purchase arrangements. This tender creates significant business opportunities for providers specializing in health and social care services, particularly those with experience in serving children and young people with a range of disabilities.
Suitable businesses would include small and medium-sized enterprises with expertise in autism support, severe learning difficulties, and complex health needs caregiving. Companies awarded under this framework, such as ELEVEN SISTERS HEALTH CARE LIMITED and others, have the opportunity to form strategic partnerships with Tower Hamlets, potentially expanding their client base, securing long-term business growth, and contributing to community welfare programs in the region.
Tower Hamlets sought expressions of interest from suitably skilled and experienced suppliers to deliver Befriending Short Break Services. The services will be available for children and young people aged five to 17 (up to a child's 18th birthday), who: * are on the autistic spectrum (Autistic Spectrum Disorder - ASD); and / or * have severe learning difficulties; and / or * have complex health needs, including (although not limited to) those with physical and / or learning disabilities, those who require palliative care (continuing care), and those with associated sensory impairments and must also be available to young people with disabilities who are aged 18 to 25, on a spot-purchase basis (i.e. care package to be purchased, as and when needed, on a case-by-case basis). The successful provider will enter into contract with Tower Hamlets utilising Framework Agreement included in the Tender pack, then subsequently utilising the call-off agreement also included for each project requirement. Tower Hamlets followed the Open procurement procedure in accordance with the Public Contracts Regulations 2015.
