Summary, notice description and lot information
The most recent step in the procurement process for the "Cwm Celyn- DB" contract involves the intention to award a placement contract for residential nursing care services within the UK region of Wales. This is facilitated under the National Collaborative framework for adult mental health and led by the Aneurin Bevan University Health Board. The key procurement activity currently is at the award stage, with the publication of an intention to award notice on 5th November 2025.
A standstill period is in place, requiring any representations by providers to be made by 17th November 2025. The proposed framework agreement and potential call-off contract hinge on specific regulations - notably the Health Services (Provider Selection Regime) (Wales) Regulations 2025 - which exclude the application of the Public Contracts Regulations 2015 in this scenario. This tender provides robust opportunities for businesses in the healthcare sector, particularly those specialising in mental health and residential care services.
Companies that can deliver enhanced care packages under frameworks like the National Collaborative framework for adult mental health are well-positioned to benefit. Given the contract's focus within the Aneurin Bevan University Health Board's catchment area, and requirements for qualified nursing and social inclusion initiatives, businesses that can effectively meet detailed care criteria and demonstrate operational capacity within Wales stand a good chance of competing. The open procedure procurement method used here epitomises the transparent nature of such opportunities, making it an attractive proposition for proactive healthcare providers.
This notice is an intention to award a contract based on a framework agreement with a competition. Under the National Collaborative framework for adult mental health, a placement is proposed between ABUHB and Cwm Celyn. This proposed placement is being made under lot CS7 of the framework agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by the Commissioning Team, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by enhanced packages of care / additional services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. 3 Q's on the framework. 2. Cwmcelyn, CS7 3. Placement identified as meeting as all needs. Placement had beds available. Placement within the ABUHB catchment area. Placement has qualified nurses which MDT have identified as required upon discharge. 4. Beds are available, placement near to home, and clinical team. 5. Local area can promote social inclusion. The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales. Additional information: Under Regulation 23(1) of the PSR, a relevant authority is not required to publish information under these Regulations if the relevant authority is satisfied that the information is sensitive commercial information and there is no overriding public interest in its being published. Due to this, please note, a nominal value has been stated to allow notice publication.
