Summary, notice description and lot information
The NHS Coventry and Warwickshire Integrated Care Board (ICB) is planning a market engagement event for providers interested in delivering Domiciliary Care services within the Coventry and Warwickshire region. This event aims to gather insights from experienced providers to help shape the upcoming procurement process in the health services sector (CPV: 85100000). The engagement sessions are scheduled via Microsoft Teams on 29th April and 2nd May 2025, with additional one-to-one discussions available on 29th April, 30th April, and 1st May 2025.
Interested suppliers must register via the Atamis Health Family system and complete the required survey to receive participation details. The targeted contract has an estimated value of £39 million over a potential total duration of six years, subject to extensions following the initial four-year term. This tender represents a substantial opportunity for businesses specializing in health and domiciliary care services to expand their footprint within the public sector.
Ideal candidates are Care Quality Commission (CQC) registered providers with the capability to meet varying health care needs in patients' homes. The engagement will offer valuable stakeholder feedback and insights throughout the pre-tender phase, setting the stage for a competitive procurement process under the Health Care Services (Provider Selection Regime) Regulations 2023. Organisations with strong local presence and expertise in delivering tailored home care support to diverse patient groups will find this opportunity particularly suitable and lucrative for long-term development.
***THIS ADVERT IS FOR A MARKET ENGAGEMENT EVENT ONLY***

NHS Arden and Greater East Midlands CSU on behalf of NHS Coventry and Warwickshire ICB are seeking to run a market engagement event for providers who have the relevant experience and skills to provide a Domiciliary Care Service.

The aim of the contract is to provide a domiciliary care service with care as provided by CQC registered providers that are able to meet the health care needs of patients.

Domiciliary Care refers to support that is delivered to patients in their own home and is not determined by the type of accommodation they live in. This does not include:
* Residential Care Homes
* Nursing Homes

Domiciliary Care is defined as:

* Care and support delivered in a person's home.
* This includes support with personal care.
* All adult customer groups aged 18 years
* Children - to be confirmed

Care provision is usually delivered with either 1 or 2 carers with visits lasting up to one hour, for a maximum amount of 4 visits per day. This therefore amounts to a maximum of 56 care hours per week required for the patient to have care sourced under Domiciliary Care. If a patient requires extra care above this level, then this care will be sourced for on the other existing frameworks that cover this increased level of needs.
The Care Quality Commission (CQC) will be responsible for ensuring the provider meets all registration requirements.

Service description/care pathway to include:

Patients eligible for CHC funding or jointly funded with a local authority will be assessed by the ICB clinician to determine the health care needs and prescribe care accordingly on an outline assessment of needs (OAN) form. Referrals will be sent to providers from our brokerage team with the OAN attached so it is clear what care is required. Patients will reach the service from a variety of pathways, including, but not limited to:
* Discharge to assess (D2A)
* Fast track eligible patients
* CHC funded eligible patients
* Joint funded CHC eligible patients where health care needs have been identified and agreed with the local authority.

The ICB will maintain service level information for all commissioned Domiciliary Care services and will select providers using the criteria above. By doing so, the ICB will ensure that services remain sustainable and volume share is maintained across the market.

The intention of the ICB is to put in place a 4 year contract with the option to extend for up to a maximum of 2 years as a result of any process run under the Health Care Services (Provider Selection Regime) Regulations 2023 following this market engagement event. The anticipated contract value is c.PS6.5m/annum, so the anticipated current total contract value over the full life of the contract (6 years if the extension were to be enacted) would be c.PS39m. Please note that this is an indicative value for the purposes of this market engagement only and the ICB reserves the right to vary this value in any subsequent notice they may place.

The market engagement event shall take place on 29th April between 10.00 and 11.00 am and 2nd May between 10am and 11.00am both via Microsoft Teams (please only attend one event). Interested providers should ensure that they register their interest via the Atamis Health Family system: https://atamis-1928.my.site.com/s/Welcome and search for opportunity reference C352920. An opportunity for providers to request a one to one to discuss the service with commissioners will also be given via completion of the survey. These will take place on the afternoon of 29th April; morning/afternoon of 30th April; morning/afternoon of 1st May; afternoon of 2nd May 2025. Sessions will be scheduled on a first come first serve basis. These will take place Providers should note that only those who complete the survey will be provided with the relevant MS teams link to attend.
