Summary, notice description and lot information
The London Borough of Haringey is initiating a Dynamic Purchasing System (DPS) to procure and commission Independent Fostering Services. This tender, titled "Dynamic Purchasing System for Independent Fostering Agencies," has a focus on social work services and falls under the services industry category. The procurement stage is currently in the tender phase, with a tender period ending on 19 February 2029.
The contract value is set at £50,000,000 GBP and will utilise a restricted procurement process. The DPS will serve various London boroughs and other local authorities in the surrounding Home Counties, subdivided into service categories such as Core Fostering Placements, Specialist Placements, and Parent and Child Placements. Interested suppliers must submit their tenders electronically through the specified portal.
This procurement offers extensive growth opportunities for businesses specialising in social work services, particularly those providing fostering and child care services. Companies with expertise in the specified service categories and subcategories can benefit from long-term contracts and collaboration with multiple local authorities. The tender encourages participation from a wide range of suppliers, as there is no limit on the number of categories suppliers may choose to apply for, provided they can deliver the services.
This being a Dynamic Purchasing System under the light touch regime of the Public Contracts Regulations 2015, businesses that meet the selection criteria will have ongoing opportunities to secure contracts contributing to business growth and stability in the social services sector.
The London Borough of Haringey ("the Council") has worked with Axians to introduce a web-based portal, to manage the Council's Dynamic Purchasing System (DPS). The Council will use this system for the procurement of Independent Fostering services for the Council's Children's Directorate. The local authorities set out below shall also be permitted to award contracts under the DPS for the provision of services in its own geographical area upon entering an access agreement with the Council. * The following local authorities: London Borough of Barking & Dagenham, London Borough of Barnet, London Borough of Bexley, London Borough of Brent, London Borough of Bromley, London Borough of Camden, London Borough of Croydon, London Borough of Ealing, London Borough of Enfield, Royal Borough of Greenwich, London Borough of Hackney, London Borough of Hammersmith and Fulham, London Borough of Harrow, London Borough of Havering, London Borough of Hillingdon, London Borough of Hounslow, London Borough of Islington, Royal Borough of Kensington and Chelsea, Royal Borough of Kingston upon Thames, London Borough of Lambeth, City of London, London Borough of Lewisham, London Borough of Merton, London Borough of Newham, London Borough of Redbridge, London Borough of Richmond upon Thames, London Borough of Southwark, London Borough of Sutton, London Borough of Tower Hamlets, London Borough of Waltham Forest, London Borough of Wandsworth, London Borough of Westminster; and * Any local authority in the Home Counties as defined by YouGov. The DPS shall be divided into service categories. * Core Fostering Placements * Specialist Placements * Parent and Child Placements When applying for membership of the DPS, potential suppliers will be invited to select which service subcategories within each of the Service Categories they wish to apply for. The selection of the specific subcategory will determine which tenders the potential supplier will see. There is no limit on the number of categories and subcategories potential suppliers may choose - this is entirely at the discretion of the potential supplier; however, they must be prepared to deliver services in those service subcategories. The contracts to be awarded under this DPS will be subject to the "light touch regime" under sections 74 to76 of the Public Contracts Regulations 2015 (the "2015 Regulations). Accordingly the full scope of the 2015 Regulations do not apply.
