Summary, notice description and lot information
The Police and Crime Commissioner for Leicestershire is inviting tenders for the provision of "EAP and Enhanced Psychology Services". This procurement process is currently in the tender stage, focusing on company health services to be delivered in the UKF region, specifically Leicestershire. The open procurement method is being employed for this public authority project, which is valued at £624,000 GBP gross.
Interested parties can submit proposals electronically in English, with the tender period closing on 1st December 2025, while enquiries need to be submitted by 21st November 2025. The contracts are set to commence on 1st April 2026, following a decision by 23rd December 2025. This tender represents substantial opportunities for businesses specialising in mental health and psychological services, especially those focused on employee assistance programmes and providing psychological support for high-stress occupations.
The Police and Crime Commissioner intends to award two contracts, allowing bidders the flexibility to apply for one or both lots. SMEs and voluntary, community, and social enterprises (VCSEs) will find this tender particularly accommodating due to the emphasis on quality and price in the award criteria. Businesses that can provide robust mental health support, preventative measures against crises, and services tailored to complex mental health needs will be especially well-suited to benefit from this procurement opportunity.
Leicestershire Police requires the placing of a contract for an Employee Assistance Programme which will be available to its Police Officers, Police staff, PCSOs, members of the Special Constabulary and volunteers. Partners, spouses, and dependant children will be able access EAP services. Retired members are also covered by the contract under the HMRC tax exemption rules.
Leicestershire Police are seeking to partner with an established psychological health service to significantly enhance the mental health provision to the force, in addition to the wider in house Occupational Health service. The Psychological service will aim to prevent people reaching crisis and also support those with complex mental health needs and who are experiencing a high level of trauma and offer Surveillance programme to high risk roles.
