Summary, notice description and lot information
Birmingham City Council has initiated a procurement process titled "Flexible Light Touch Framework Agreement for Support Worker / Navigator Services" in the health and social work services industry. This framework aims to provide support worker services to Birmingham's citizens facing multiple disadvantages such as homelessness and substance misuse. The procurement is in the tender update stage as of 13th January 2026, with a submission deadline of 23rd January 2026, via the Council's e-tendering system.
The framework will commence on 1st April 2026 for six years, with possible extensions. The framework's estimated value is £35 million, reaching a gross amount of £42 million. The procurement method is an open procedure, allowing for a flexible approach under the Procurement Act 2023.
This tender presents a significant opportunity for businesses involved in social and health services to engage in a comprehensive framework with Birmingham City Council. Companies, including SMEs and VCSEs, specialising in support services for vulnerable groups such as youth, adults, and women at risk of homelessness, stand to benefit from this framework's diverse lots. The opportunity allows businesses to offer a person-centred approach and expand their service offerings as the framework permits refreshing and new lot introductions over time.
Additionally, the flexible reopening of the framework enables service providers to adapt dynamically to emerging market needs, ensuring sustained business growth and potential additional contracts within the framework's duration.
