Summary, notice description and lot information
Glasgow City Council is managing the procurement process for the "Flexible Purchasing Framework for Social Care Supports" aimed at delivering health and social work services within Glasgow City. The framework is set to commence on 1st February 2026 and will run for four years with the possibility of extension. The council has completed the award stage and signed contracts on 18th November 2025, under an open procurement method.
This framework encompasses various support categories, including older people, learning disabilities, physical disabilities, mental health, and children and young people with disabilities, designed to ensure individuals receive targeted support based on their specific needs. The framework is structured to facilitate multiple suppliers and lots, ensuring maximum support coverage and flexibility. Notably, it may even reopen annually to accommodate new entrants and services enhancements, providing broad opportunities within Glasgow’s UKM82 region.
This procurement framework presents substantial opportunities for businesses that provide social care and related services to expand their reach within the public sector. With no limit on the number of providers that can be awarded to this framework, businesses, particularly small and medium-sized enterprises, have the potential to secure substantial contracts that contribute to innovation in care provision. Suppliers involved in care services that adhere to quality, sustainability, and fair work criteria will find favourable conditions to thrive.
Companies that demonstrate compliance with key regulatory requirements will be able to offer diverse services including technology-enabled care, showcasing innovative approaches that cater to complex care needs. Existing businesses can broaden their service offerings and solidify relationships with Glasgow City Council, paving the way for long-term growth in the social care sector.
