Summary, notice description and lot information
Manchester City Council has initiated an open framework procurement process titled "Housing Related Support - Accommodation Framework" under the governance of the UK Procurement Act 2023. This framework seeks to provide short-term accommodation services to support vulnerable individuals, primarily those aged 18 and above, in regaining their independence. The procurement, under an open procedure method, focuses on services within the accommodation industry, specifically at a regional level in Manchester (UKD33).
The open framework, starting with Framework 1 on 1st February 2026, is structured with potential extensions of up to 8 years. Noteworthy is the comprehensive evaluation criteria, including price, quality, social value, and environmental considerations, aligning with Manchester’s strategic objectives for social impact and sustainable development. The estimated gross value for this contract is £37,920,000, with a planned standstill period ending on 30th January 2026, and the framework is active as of the latest award stage set on 21st January 2026.
This tender presents significant growth potential for various businesses in the care and support services sector, especially those with the capability to offer flexible, evidence-based, and multidisciplinary interventions. It is particularly suited for SMEs and larger entities alike, given the framework’s inclusive approach designed to address varying needs through competitive and direct award routes. Companies specialising in housing services for vulnerable populations have opportunities to engage in long-duration contracts under stable terms, fostering sustained business expansion and allowing for strategic investments in resources and training.
The framework's openness to accommodating firms capable of delivering both emergency responses and routine support services equips businesses to tailor their expertise effectively for direct social impact in Manchester.
As per section 49 of the Procurement Act 2023, the maximum term of the Open Framework will be 8 years. Therefore, depending on the number of extensions taken, the indicative periods above may change as the Open Framework progresses. For example, if extensions are taken for Framework 1 & 2, there will only be 2 years available for Framework 3, after which the Open Framework would expire. In any case where only 1 supplier is awarded to a framework within the scheme, the Open Framework will expire at the end of its current framework. For example, if Framework 3 is only awarded to 1 supplier, then the Open Framework will expire after Framework 3 has ended. Extensions will be reviewed for each Framework period however will be dependent on the supplier's ability to maintain their tendered offer. Further details are outlined within the procurement documentation.
