Summary, notice description and lot information
Fife Council, a regional authority based in Glenrothes, has completed an open procurement process for the "Inverkeithing Core and Cluster 1" contract, focusing on health and social work services. The contract aims to provide specialised support services to individuals with learning disabilities in Inverkeithing, Fife. The award was made to Care Support Scotland on 9th December 2025, with the contract valued at £2,077,985, and commencing on 1st December 2026.
The procurement process adhered to the open procedure method, allowing for international participation, with all seven received bids being from EU suppliers. Specific tasks include the provision of a supported living service, currently run by Fife Council, to be transferred to an experienced external care provider. This tender offers substantial opportunities for businesses specialising in health and social care services, particularly those equipped to deliver high-quality care and support to individuals with learning disabilities.
Given the significant emphasis on quality (85%) over price (15%) in the award criteria, businesses known for excellence in service delivery are well-positioned to benefit. Moreover, the five-year contract term, with options for extension, provides stable prospects for long-term business growth. The requirement to meet additional procurement needs under Regulation 72 may further enhance opportunities for providers capable of adapting to Fife Council's evolving service demands.
The Health & Social Care Partnership (H&SCP/The Partnership) wishes to commission services for a group of three (3) individuals, aged 16 and over, who have learning disabilities which often disrupt significant areas of their lives, including relationships, employment, housing, and self-care, leading to a need for specialised support services, to provide care and support in their current accommodation. Their accommodation is split over several properties in the same street located in two neighbouring properties in Inverkeithing, with two individuals sharing one property and one individual residing in a single tenancy next door. A Supported Living Service is currently being delivered internally by Fife Council for these individuals, and the Partnership is looking to recommission this to an experienced external care Provider. Full details are provided in the specification.
