Summary, notice description and lot information
The procurement process, titled "NHS HWE Domiciliary Care AQP - ICB Wide," is currently in the tender stage, managed by the NHS Hertfordshire and West Essex Integrated Care Board. It is classified under the CPV code 85141210 for home medical treatment services and involves services within the UKH23 region. The contract notice applies to the Provider Selection Regime (PSR) and not the Public Contract Regulations 2015.
Applications opened on 17 November 2025, and the deadline for submissions is 5:00 pm on 5 January 2026. Services are set to commence from 1 April 2026, with a contract term of three years, potentially extendable by two years. The procurement follows an open procedure with applications submitted through the CarePulse eProcurement platform, and queries can be made until 12 December 2025.
This procurement presents substantial opportunities for local CQC-registered providers positioned within a three-mile radius of NHS Hertfordshire and West Essex ICB. The contract is designed as a zero-value agreement, meaning no guaranteed volume of activity, yet it allows for multiple providers to be awarded, creating a diverse field of service options. Businesses specialising in domiciliary care, both specialist and non-specialist, will find this an attractive opportunity to expand their reach in community healthcare services.
The procurement process is thus ideally suited for firms ready to deliver flexible care solutions within defined Care Tiers and areas, enhancing their market presence without the requirement to operate across all service tiers or geographical locations.
Applications must be submitted through CarePulse eProcurement: https://eprocurement.carepulse.co.uk. Full details of the qualification criteria are provided in the procurement documents, available from the CarePulse eProcurement site. All providers that meet the eligibility and qualification criteria will be awarded a contract.

There is no limit to the number of Providers that can join the Contract. All awarded providers will be added to the AQP list which will be the primary route for the ICB to commission CHC home care packages. Please note that it is a zero-value contract, so there is no guaranteed volume of activity or payment to providers. There is no minimum number of packages that the Provider can expect to receive through the Contract.

The Contract will include both non-specialist and specialist domiciliary care services under defined Care Tiers. Providers will be able to select the Care Tiers and areas that they can deliver against. Providers are not required to deliver against all Care Tiers or in all areas.

Queries relating to the tender must be submitted through CarePulse eProcurement. The deadline for submitting queries is 5:00pm, 12 December 2025.

Evalucom are managing the procurement process on behalf of the NHS Hertfordshire and West Essex ICB Commissioning Authority.
