Summary, notice description and lot information
West Sussex County Council is planning a procurement process for an "Oral Health Promotion Service for Children and Young People", classified under health services. The service is intended to commence in September 2026 and will run for five years, including any extensions. This initiative aims to enhance the oral health of children and young people through evidence-based interventions across West Sussex.
The current stage is the planning phase, and the council is engaging with market suppliers through a Competitive Process route under the Provider Selection Regime (PSR). Although this notice is not a formal procurement call, interested providers are invited to participate in a market engagement questionnaire to inform the final specification, with responses due before the formal procurement exercise begins later in 2026. This tender offers substantial business growth opportunities, particularly for providers of health services and health training services.
It is especially suitable for organisations experienced in delivering comprehensive health promotion services and initiatives aimed at reducing health inequalities. Businesses with expertise in developing and implementing preventive dental care programs for children and young people would be well-positioned to compete in this tender. Engaging in this opportunity allows businesses to secure a long-term contract with a reputable regional authority, thereby enhancing their regional presence and contributing to a significant public health initiative in West Sussex.
The Oral Health Promotion (OHP) Service aims to improve the oral health of children and young people (CYP) in West Sussex. The service will provide a range of evidence-based interventions to prevent dental problems and reduce oral health inequalities. Additional information: West Sussex County Council (WSCC) would like to engage with suppliers prior to a procurement later this year, via the Competitive Process route, utilising the Provider Selection Regime (PSR). The procurement will be for the requirement of providing an Oral Health Promotion Service commencing September 2026 for 5 years, including any extensions.

This notice IS NOT the commencement of the procurement procedure, neither is it a call for expressions of interest. This notice is released to gather more information which will be used to further inform our specification.

WSCC is asking interested service providers to request a copy of a draft specification and complete a market engagement questionnaire the results of which will be used to further inform our specification. Please request the draft specification and the market engagement questionnaire via an email to bsdprocurement@westsussex.gov.uk entering 'Oral Health Promotion Services Procurement' in the subject line.

Interested service providers are also encouraged to register on the WSCC's e-Tendering portal (with no commitment to bid) to ensure that information for future requirements is received directly.
