Summary, notice description and lot information
The contracting process involves the NHS Wales Shared Services Partnership-Procurement Services, part of Velindre University NHS Trust, intending to award a contract for outsourcing ENT procedures to Practice Plus Group. This notice, related to the Provider Selection Regime Wales (PSR Wales) Regulations 2025, is an intention to award, with representations by providers due by 31st July 2025. The contract aims to deliver services close to Hywel Dda University Health Board’s location, aligning with Welsh Government targets to improve referral to treatment times.
The procurement method utilised is a direct award via the NHS Wales Framework Agreement, operating under Lot 1b for Outsourcing Clinical, Surgical & Diagnostic Services, without prior publication of a call for competition. 35, is set to commence in August 2025 and conclude by the end of March 2027. This tender represents an opportunity for businesses involved in providing ENT or audiologist services, particularly those that can deliver comprehensive care packages including pre-assessment, treatment, and follow-up care.
Since the procurement focuses on outsourcing solutions within health board boundaries, businesses capable of operating within the UK, specifically near the region UKL14, would be well-suited to compete. The emphasis on local service delivery offers a significant opportunity for businesses to expand their client base and contribute to reducing patient waiting times, provided they meet required quality and social value criteria. The framework's direct award process and the lack of a call for competition further streamline the engagement for providers already recognised under the NHS Wales framework.
Hywel Dda University Health Board (HDUHB) intend to award a contract to deliver an Outsourced solution for ENT procedures. The Health Board has been allocated funds this year to deliver the upon Welsh Government (WG) targets with regards to referral to treatment times (RTT) and reducing waiting list initiatives (WLI). A prime concern for the Health Board is to treat patients as close to home as possible and therefore deliver outsourcing solutions as close to the Health Board's boundaries as possible. Also, experience of assessing patient willingness to travel has strongly indicated that closer locations will likely have a higher uptake. The Health Board require an outsourced package for an estimated volume of up to 85 cases for ENT procedures. Full packages of care are expected to be delivered, to include pre-assessment, treatment, and follow-up, as necessary. The procurement was initiated utilising NHS Wales's Framework Agreement for Outsourcing/Insourcing of Clinical, Surgical & Diagnostic Services (OJEU ref PRO-OJEULT-50776) under Lot 1b Outsourcing via a direct award following receipt of expressions of interest which had been cascaded through the ranked providers on the framework. The estimated contract value is GBP 158 959.35 ex VAT, with the contract to being in August 2025, and to expire 31st March 2027.
