Summary, notice description and lot information
The Scottish Borders Council is in the planning phase of a public procurement process for the provision of a Children and Young People's Independent Advocacy Service. The procurement, titled "PIN - Children's Advocacy Services", falls under the services category and is specifically aimed at regions identified by the code UKM91, corresponding to the Scottish Borders area. The budget for this tender is set at £330,000.
Interested parties must return a completed provider questionnaire by 25th July 2025, with the future notice date scheduled for 15th August 2025. Scottish Borders Council, located in Newtown St Boswells, is responsible for this tender, focusing on general public services, and prioritises the rights and voices of children and young people within their jurisdiction. This tender presents substantial opportunities for service providers specialising in social care, education, and healthcare sectors, particularly those experienced in delivering independent advocacy services for children and young people.
Successful bidders will play a pivotal role in supporting Scottish Borders’ initiative to respect children's rights under article 12 of the UNCRC, making it an ideal opportunity for organisations looking to establish or expand their footprint in the public services sector. The engagement also involves collaborating on the council's Corporate Parenting and integrated children's services plan, making it suitable for entities eager to contribute to systemic socio-educational outcomes in the Scottish Borders region. Organisations equipped with multidisciplinary capabilities and expertise in engaging diverse age groups, from infants to young adults, would be well-positioned to compete for this contract.
The Council wishes to engage a Service Provider to fulfil an independent advocacy service for children and young people in the Scottish Borders. The service will help ensure that the voices of children and young people are at the heart of decision making and their rights under article 12 of the UNCRC are respected. The service will help ensure that children and young people feel respected, included, listened to, and understood. The advocacy service will be available for children and young people from the age of five to eighteen: -whose right to independent advocacy is covered by statute, -who are in receipt of social, education and/or healthcare services provided by the partnership, -and any vulnerable child or young person whether or not they are in receipt of health, education or social care services. Support may also be required in some instances for infants and children from birth (0 years) to five (5) years, and individual(s) up to the age of twenty-six (26) years of age who are eligible for continuing care. We also require that the Service Provider will be a key stakeholder in driving Scottish Borders' Corporate Parenting and integrated children's services plan agenda. This may include, for example, helping to facilitate work with partners to deliver the Corporate Parenting and integrated services children's Plan.
