Summary, notice description and lot information
The Plymouth Adults' Care Home Framework, initiated by Plymouth City Council, targets the provision of residential and nursing care homes, catering to individuals in need due to age, disability, or health conditions. The procurement process involves an award stage, with a significant spend potential of £500 million. The framework is structured into various lots, each designed to address specific care needs, including residential care and innovative nursing services, all located within the Plymouth City Council boundary (UKK41).
The procurement method implemented is an open procedure, with the award notice published on 24th December 2025, and the contract expected to commence on 9th January 2026, running until 31st December 2030, with possible renewals extending to 2035. The award decision, which is still pending, signifies a critical phase for suppliers eager to participate, with a standstill period ending on 8th January 2026. This tender presents growth opportunities for businesses involved in health and social care services, particularly those specialising in high-quality residential and nursing care.
With its focus on promoting safety, dignity, and quality of life, this framework encourages innovations and comprehensive care models. Enterprises ranging from SMEs to larger care providers could benefit greatly by securing a place within this framework due to its considerable contract value and extended engagement period. Potential bidders should possess competencies in delivering tailored care services and innovations in nursing care, which align with the tender's emphasis on personalised, high-quality care offerings.
The framework's nature allows suppliers the flexibility to tender for specific lots or a combination, promoting inclusive participation across diverse organisational scales and types.
Care homes aim to create a homelike environment, offering communal living spaces, meals, and recreational activities to foster social interaction and a sense of community. Residential Care provides support with daily living tasks such as bathing, dressing, eating, and mobility. Suitable for individuals who do not require regular medical attention but need assistance with their overall well-being and safety. Also includes specialised, intensive support provided within a residential care home setting for individuals who have significant and complex needs. These needs can stem from physical disabilities, chronic medical conditions, mental health issues, or developmental disabilities that require round-the-clock care and supervision. Nursing Care provides support for individuals with complex medical needs or chronic health conditions that require regular or continuous medical oversight, within nursing homes. Nursing homes are often more clinical in nature, equipped with medical facilities to cater to high-level care needs, while still offering some social and recreational activities and will be able to manage intricate medical, physical, psychological, and social factors. It requires specialised knowledge, critical thinking, and coordination across disciplines to ensure optimal patient outcomes. The framework also welcome care homes that provide highly specialised and complex care for individuals with severe cognitive impairment and/or complex mental health needs and/or bariatric care requirements and/or behaviours that challenge, beyond the requirements of Residential High or Nursing High Needs Care.
As described in Lot 1 plus we would invite providers to self-select to join a group to work with us on future commissioning, contracting and procurement options for complex care. This will be framed as continuing the work already started with the market and include references to intermediate care and aspirations around pricing and staffing models which reduce the need for 1:1 support.
