Summary, notice description and lot information
Dundee City Council is inviting bid submissions for the "Quality Funded Early Learning and Childcare (1140 Hours)" tender, under Dundee City Council's active framework with contract reference C&F/ELC/REOPENING/NOV25. Classified under CPV code 85312110 for child daycare services, this tender falls under the 'services' procurement category. It is part of an ongoing effort to ensure that all eligible children within Dundee can access their statutory entitlement to funded early learning and childcare.
The procurement is at the tender stage with an electronic response submission deadline set for 8th December 2025, by 09:00 GMT. The contract period spans from 5th January 2026 to 18th August 2029. The procurement is being conducted through an open procedure, allowing a broad range of suitably qualified and experienced providers to participate.
This tender presents substantial business growth opportunities for providers of early learning and childcare services. Businesses that are capable of meeting the National Standard for Early Learning and Childcare and are registered with the Care Inspectorate, whether operating in the public, private, or third sectors, will find this an appealing opportunity. The framework is accommodating up to a maximum of 999 participants, providing ample opportunity for new market entrants.
With an overall contract value of £25 million, participating providers can benefit significantly by delivering essential early learning and childcare services and thereby contributing to the social and economic welfare of Dundee’s community. Small and medium-sized pedagogical service providers, who can ensure compliance with the outlined standards and performance terms, will particularly find this tender a viable channel for expanding their service footprint within the region.
