Summary, notice description and lot information
The Improvement and Development Agency for Local Government (IDeA) is currently in the tender stage of a procurement process aimed at redesigning Liquidlogic Workflows and Power BI Reporting for Swindon Borough Council. The project is set to enhance the efficiency of the council's reporting and assessment processes, particularly in reducing waiting times identified by the Care Quality Commission in its October 2025 report. The procurement is classified under social work and health services, with services required across various UK regions, including London and the South East.
The tender is valued at £39,000 excluding VAT, with a gross amount of £46,800, and is being conducted through an open procurement method. Businesses have until 2nd February 2026 to submit their tenders, after the enquiry period closes on 26th January 2026. This tender offers significant opportunities for businesses specializing in workflow optimisation and data reporting using Power BI, particularly those with a focus on social work and health services.
Such businesses, especially small and medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs), can leverage this project to establish a relationship with local councils across the UK. The contract period begins on 9th February 2026 and runs until 26th February 2027, with potential for renewal subject to funding availability. This presents a lucrative opportunity for companies to showcase expertise in improving data accessibility and reporting efficiency for local government bodies.
Funding for the Services is guaranteed up to 31 March 2026 pursuant to a contract between the IDeA and the Department of Health and Social Care (DHSC). The IDeA has been advised that funding from 1 April 2026 is expected to be provided by DHSC by way of grant funding. However, the terms of that grant have not yet been finalised. Services to be delivered from 1 April 2026 will therefore be conditional upon the IDeA receiving grant funding. Where grant funding is confirmed, the IDeA reserves the right to amend the contract as reasonably necessary to reflect any requirements flowing down from the grant conditions. Any such amendments will be limited to those necessary to ensure compliance with the grant conditions and will not materially alter the nature of the Services. If grant funding is not secured or is materially varied, the IDeA reserves the right to vary the scope of the Services, suspend performance, or terminate the contract in respect of services to be delivered from 1 April 2026, without liability The buyer is entitled at its absolute discretion to extend the contract dependant on securing funding as detailed above in project timescales. Please note extension is not bound by geographical location.
