Summary, notice description and lot information
Cardiff Council is in the planning stage of a significant procurement process titled "Refuge and Community Services", with a focus on providing critical support under the Violence Against Women, Domestic Abuse and Sexual Violence (VAWDASV) agenda. This opportunity falls under the public authority sub-central government classification and Welsh devolved regulations apply. Services are to be delivered in Cardiff, located in the United Kingdom (UKL22 region), with an estimated gross value of £17,934,000.
A market engagement event is scheduled for 9th October 2025, which will be conducted via Microsoft Teams, and interested parties should confirm their attendance by emailing the provided contact before 6th October 2025. The procurement process involves several lots offering various services, from advice and prevention to accommodation and support for victims, with a contract period starting from 1st May 2026, and potential extensions till 2033. This tender represents a substantial opportunity for organisations specialising in social services, particularly those with experience in supporting victims of domestic abuse and violence.
With Cardiff's diverse population, there is an emphasis on the need for culturally sensitive service delivery, including support for black and minority ethnic groups. Businesses that possess expertise in providing comprehensive social support, accommodation, and therapeutic intervention services are ideally positioned to compete. The mix of specialised services and the anticipated scale of the contract provide scope for significant business growth for capable service providers accustomed to working within the framework of public authority contracts.
Additionally, organisations equipped to deliver innovative solutions across different community settings will find this tender particularly suitable.
