Summary, notice description and lot information
East Ayrshire Council is inviting applications for a re-opening of its Peer Outreach Service Framework, targeting new areas within East Ayrshire Communities for January 2026. This tender, classified as a service contract under the CPV code 75200000 for the provision of community services, is in the active procurement stage. Interested parties must express their interest by 12 noon on 2 February 2026, with submissions due by 5 February 2026.
The re-opening is prompted by additional funding to extend the service to Stewarton, Galston/Newmilns, and New Cumnock areas, while retaining the initial framework duration from 1 February 2024 to 31 January 2027, with a possible one-year extension. The procurement is conducted via Open procedure, leveraging electronic submissions through PCS-Tender. This tender offers significant opportunities for organisations specialising in community outreach and rehabilitation services.
Businesses with a strong presence and operational capability within the specified East Ayrshire locations, such as Stewarton and New Cumnock, can benefit by expanding their service offerings under this council initiative. The framework accommodates current providers and opens possibilities for new entrants, particularly those with a robust record of community service delivery. As experienced community-focused organisations apply, this framework represents a strategic opportunity for businesses to enhance their market presence and contribute to local community development.
As per the previously advertised Notice (refer 2023/000-033333), the Framework commenced in 2024 and in accordance with the terms therein, it is now being re-opened for 3 new areas to be included under the same terms as the original application exercise as additional funding has been secured. Note that the initial 3 year term for the Framework commenced on 1 February 2024, therefore the initial term of the contract for the new areas will end on 31 January 2027 for all Service Providers included in the Framework at that time, however a further one year extension to this may be invoked as allowed under the terms of the Framework. Suitably experienced organisations known within the Stewarton, Galston/Newmilns and New Cumnock communities should apply at this time to provide a new service in these areas; existing providers on the Framework may apply for any of these new areas.
