Summary, notice description and lot information
The NHS South East London Integrated Care Board (SEL ICB) has announced a planning stage for the procurement of a Neighbourhood Homeless Health Hub Service in the London Borough of Bromley. This initiative is part of the Provider Selection Regime (PSR) under the 2023 regulations and is not subject to the Public Contracts Regulations 2015. The process aims to identify the most suitable provider without competitive procurement.
The SEL ICB intends to commission services that build on a successful partnership with the Bromley GP Alliance and Bromley Homeless Charity, addressing healthcare disparities for the homeless. The contract will span three years, starting with a value of £162,000 in the first year, rising to £176,000 by the third year. Interested parties should be aware that this is not a call to competition but rather a notice of intent, with interested providers encouraged to contact the board for further information.
This procurement provides ample opportunities for businesses adept at delivering comprehensive, trauma-informed healthcare services to vulnerable populations. Ideal candidates would have a proven track record in reducing health inequalities and enhancing the outcomes for people experiencing homelessness. Businesses offering integrated health services, including mental health support and chronic disease management, are well-positioned to benefit from this tender.
The opportunity particularly suits organisations that can collaborate with local authorities, housing services, and other statutory or voluntary bodies, demonstrating strong strategic integration capability. The successful provider will operate a hub-and-spoke model, expanding services across existing and new community locations, conducive to entities with experience in multi-location service delivery and strategic development in the healthcare sector.
The Neighbourhood Homeless Health Hub will operate from two existing sites (Bromley Homeless Charity and Living Well Penge) and expand to additional community locations. The service will offer: * General health advice and treatment * Support and advice re: mental health problems * mLTC annual reviews, supporting the Integrated Neighbourhood Teams (INTs) objectives * Support clients who use A&E repeatedly or inappropriately * Minor injury care * Testing for sexually transmitted infections and pregnancy; all contraceptive methods available * Drugs/alcohol support and referral to other specialist services * Testing and counselling for blood borne viruses such as HIV/Hepatitis B & C * Optometry and podiatry services * Referrals and liaison with other health and homeless services. * Assessing people not seen for some time and get them started on a route to stability * Safeguarding referrals * Liaison with acute and emergency services The service will be delivered by a multidisciplinary team including an Advanced Nurse Practitioner (ANP), GP, administrator, and podiatry/mental health professionals. The provider will be expected to: * Maintain robust safeguarding protocols * Collaborate with local authority and housing services * Provide data and reporting to commissioners * Engage in system-wide workshops and strategic development This is a notice for NHS South East London ICB's intent to follow the MSP PSR award route. We are not required to actively invite anyone to express interest but rather seek to notify the market of the intention. Interested providers are encouraged to express their interest and stay informed about the process.
