Summary, notice description and lot information
Southampton City Council is planning a public procurement process to establish a Short Breaks, Outreach and Support Framework for children and young people with disabilities. The procurement, which falls under the services category, is in the planning stage and aims to create a multi-provider framework consisting of two distinct lots: Care Support and Community Outreach, and Specialist Playschemes and Targeted Short Breaks. This initiative involves engaging with experienced providers, SMEs, and VCSEs to design a framework capable of meeting regional needs.
Preliminary Market Engagement events are scheduled on the 5th and 10th of February 2026, with a due date for further details set for 28th February 2026. The procurement process will utilise an Open Framework model, allowing periodic inclusion of new suppliers over a contract term of four years, with the potential for a two-year extension. 4 million, and is entirely within the UK, specifically in the Southampton area.
This procurement opportunity offers substantial business growth avenues, especially for providers specialising in community services and social services. Enterprises focusing on social work services without accommodation, as well as those offering other community, social, and personal services, are well-suited to compete, particularly SMEs and VCSEs. The framework’s design enables suppliers to partake in either or both lots, which provide tailored care and community outreach or targeted short breaks and specialist playschemes.
The structure of the procurement allows for direct awards for specific matches and mini-competitions for larger contracts, fostering a competitive environment that enhances value and service delivery. Participating in this framework could enable businesses to meet diverse care needs, promote family resilience, and enhance service quality across the local area.
The aim of Lot 1 is to develop a range of providers who can deliver personalised care and support in the home or community. The outreach service will ensure that children and young people with disabilities can develop independence skills, access their community, and maintain their wellbeing at the same time the family have a break from their caring duties.
The goal of Lot 2 is to develop a range of specialist and targeted activities for children and young people in a variety of locations across the city. The activities will provide opportunities for children to try new skills things, develop their social skills and support their overall development whilst giving their parent carers a break from caring.
