Summary, notice description and lot information
The Home Office has initiated a public procurement process for the "Support for Victims of Modern Slavery (SVMS) Contract," with the aim of replacing the current Modern Slavery Victim Care Contract (MSVCC). This procurement falls under the services category and is being conducted through a competitive flexible procedure. The procurement stage is currently in the tender phase, with the tender period ending on 26 September 2025.
The procurement process will ultimately lead to contract implementation scheduled from 3 August 2026, to 2 August 2032, with a maximum extension potential of three years. This large-scale initiative, valued at £800 million excluding VAT, seeks suppliers capable of delivering welfare, accommodation, transport, legal advisory, interpretation, and digital services across multiple UK regions including UKC, UKD, UKF, UKG, UKH, UKJ, UKK, and UKL. The SVMS contract presents significant opportunities for businesses involved in welfare and support services, technology integration, accommodation management, psychological services, and related fields.
Businesses with expertise in providing high-quality, trauma-informed care, digital solutions for enhancing service accessibility, and robust contract management will find this tender particularly relevant. SMEs interested in supporting this endeavour will benefit from the networking opportunities facilitated by the Home Office during the early market engagement events. With a robust procurement structure including a negotiation stage and a best-and-final-offer phase, well-prepared enterprises have a chance to demonstrate their innovative approaches and value propositions, contributing to the recovery and support of modern slavery victims.
The period or periods of up to 3 years from the end of the Initial Term (the "Extension Period"). The Authority may elect to extend the Term by giving at least six (6) months' notice before the end of the Initial Term or any existing Extension Period for any period provided that in aggregate the Extension Period(s) shall not exceed a maximum of three (3) years from end of the Initial Term. Please note the estimated contract value includes the optional extension period of up to 3 years. As such, it represents a maximum value should the extension period be exercised in full at the Authority's sole discretion. The initial 6-year value is a range from PS445m (ex VAT) to PS525m (ex VAT) or a range of PS535m (Inc VAT) to PS630m (Inc VAT), which is also the estimated initial value of the contract that would be awarded to the successful supplier. This estimated initial value is given as a range to encourage suppliers to consider potential efficiency savings to achieve good value for money while delivering positive outcomes for victims.
