Summary, notice description and lot information
Norfolk County Council is currently engaging in a procurement process to establish a contract for supported living services for adults with learning and physical disabilities in North Walsham. The procurement is in the planning stage, having released a Preliminary Market Engagement Notice (PMEN) on 8th December 2025, to provide preliminary details and invite market engagement. Interested parties are encouraged to participate in a virtual discussion on 7th January 2026, via Microsoft Teams, which will present an opportunity to learn more about the service and the procurement process.
The procurement falls under the social services industry and targets sub-central government as its buying organisation. This preliminary phase is critical for enhancing transparency and competition before the formal tender notice is published. This opportunity presents significant growth potential for businesses specialising in social work and related services, particularly those experienced in providing care for individuals with disabilities.
The procurement is part of a light-touch regime, allowing SMEs and voluntary, community and social enterprises (VCSEs) to participate. Companies with expertise in creating and managing safe and accessible living environments, with strong community engagement and public transport integration, would be well-suited to compete when the formal tender is opened. The contract period is projected to begin on 1st June 2026 and may offer a potential extension to 2041, allowing for long-term business engagement and investment in service quality.
The Council shall be entitled at its absolute discretion to extend the Contract Period for a further period or periods of up to a total of 10 years in periods of 2 years upon giving the Provider written notice of its intention no later than six (6) months prior to the end of the Initial Term or the previous extension period. Please note - the dates are a very loose estimate. Actual date of commencement will depend on development.
