Summary, notice description and lot information
The Borough of Telford & Wrekin is initiating a substantial procurement process titled "The Specialist Care Framework" focused on health and social work services for adults with learning disabilities, autism, mental health issues, and acquired brain injuries. Located in Telford, Shropshire, this framework is structured to commence on 1st April 2026, extending over a period of two years. The procurement, which employs an open, competitive flexible procedure, is currently at the tender stage.
Key dates include an enquiry period ending on 2nd January 2026, a tender submission deadline on 13th January 2026, and an anticipated contract award date of 24th February 2026. The contract is valued at £65 million net and £78 million gross, comprising four lots catering to varying levels of need and complexity in service delivery. Notably, the procurement plan includes a reopening of the framework after six months and at the end of the first year.
This framework offers a significant growth opportunity for businesses, especially those with strong capabilities in providing specialised care services. Companies with experience in delivering community-led support, regulated community support, specialist complex community support, and residential services are well-positioned to compete. The framework is particularly suitable for small to medium enterprises (SMEs) and voluntary community social enterprises (VCSEs), given the emphasis on a person-centred, compassionate approach.
By joining this large-scale contract, businesses can tap into a steady flow of work for up to two years, with the potential for further extensions, thus solidifying their market presence and contributing substantially to meeting community needs. The framework's flexible structure allows many providers to join and participate, offering chances to those who may not succeed initially to re-enter during subsequent reopening phases.
Community Led support (including that delivered by partners in the Voluntary and Community Sector) Living Well forms the basis of all Lots. The principles and ethos of Living Well apply whether someone has complex needs or lower-level needs. We want people to be part of the community in which they live. This is not typically regulated provision and is provided to people with: * Learning disabilities * Autism * Mental Health * Acquired Brain Injury The value of the Framework will be shared across all Lots.
For people with moderate level needs. This includes regulated provision in relation to: * Learning disabilities * Autism * Mental health * Acquired Brain Injury The value of the Framework will be shared across all Lots.
Support for people with high level support needs. This includes provision for people with: * Learning disabilities * Autism * Mental health * Acquired Brain Injury * Overnight support In addition to this, people supported by Lot 3 services may have complex behaviours and or health needs and / or dual diagnosis. The value of the Framework will be shared across all Lots.
