Summary, notice description and lot information
The Birmingham & Solihull Mental Health NHS Foundation Trust (BSMHFT) is in the planning stage of a public procurement process focused on enhancing health and social work services under the Health Care Services (Provider Selection Regime) Regulations 2023. The procurement involves service developments aligned with priorities such as admission avoidance and discharge pathways, autism support offer/care pathways, and access to healthcare for autistic individuals and those with learning disabilities. The primary aim is to award contracts using the Most Suitable Provider Process with a specific interest in community-based support initiatives.
Businesses must submit bids by 5pm on 12th January 2026, with the opportunity for projects to receive funding up to £150,000 over an 18-month period, and possibly extended based on funding availability and evaluation outcomes. The projects are targeted for delivery in the Birmingham area, specifically within the UKG3 region. This tender presents significant opportunities for businesses specialising in healthcare services, particularly those with innovations in supporting autistic individuals and people with learning disabilities.
The procurement is well-suited for companies experienced in delivering community-based health interventions and improving healthcare service accessibility. Successful bids should showcase their potential to reduce health inequalities and improve service outcomes for the population served by BSMHFT. Companies with a strong track record in healthcare service delivery, as well as those capable of developing innovative care pathways, are encouraged to participate and propose solutions that will contribute to the trust’s strategic priorities in healthcare transformation.
This notice is to inform that BSMHFT are intending to follow the Most Suitable Provider Process in relation to invitations to bid for service developments and innovative projects which align with the priorities set out in the Transformation Group Priority 2 - Admission Avoidance and Discharge Pathways, Priority 3 - Autism Support Offer/Care Pathways, and Priority 5 - Access to Healthcare for autistic people and people with a learning disability The deadline for bids is close of play Monday 12th January 2026. Bids may cover any one or more of the elements of the pathway described below. However, we are particularly interested in bids related to community-based support leading to admission avoidance. Elements of the pathway for which we are seeking bids are as follows: * Identification and support for autistic people and people with a learning disability who would be RAG Rated as 'Green' on the Birmingham & Solihull Dynamic Support Register. * Support for children and young people (0-25) who are awaiting a diagnostic assessment for either autism or ADHD (or both). * Reducing health inequalities by improving access and delivery of healthcare services Each bid may be for up to a maximum value of PS150,000 for up to 18 months of operation of the project. It may be possible to extend the funding for some projects for a further year. However, any extension, would be subject to the availability of ongoing funding and evaluation of the impact against expectations set out in the bid, in the first year. The bids will need to demonstrate how they will lead to improved benefits for BSOL patients as outlined above. Please submit bids by 5pm on Monday 12th January 2026 to james.lewis25@nhs.net with subject title of covering email as "Learning Disability & Autism Service Development Funding 25/26 Underspend proposal".
