Summary, notice description and lot information
The London Borough of Hammersmith and Fulham, in collaboration with the Royal Borough of Kensington and Chelsea and Westminster City Council, is undertaking the procurement of services aimed at combating Violence Against Women and Girls (VAWG). This joint tender process involves an open procedure, with the procurement divided into three distinct Lots, each attracting bids for services such as Multi-Agency Risk Assessment Conference (MARAC) coordination, Integrated Support Services, and Harmful Practices Coordination. The procurement value is estimated at £4,847,000 with a contract commencement date of 1 October 2026.
Businesses interested in participating should note key dates, including a tender closure on 7 January 2026 and contract awards expected by 19 March 2026. The services are categorised under social work without accommodation and will be delivered within the UKI3 region, comprising London councils, enhancing social value alongside a price-quality assessment ratio of 70-30. This tender offers significant opportunities for businesses operating in the social services sector, particularly those with expertise in supporting vulnerable women and girls, managing multi-agency frameworks, or specialising in domestic abuse prevention.
SMEs and VCSEs are encouraged due to specific suitability criteria, making it a promising venture for community-focused organisations looking to expand their service delivery in metropolitan areas. The potential for multi-lot applications encourages diverse participation, with each borough managing its sovereign contract. This structure requires providers to demonstrate comprehensive service delivery capabilities, encompassing strategic coordination, community engagement, and professional training elements, setting the stage for impactful collaborations and business growth within the public sector framework.
Provision of end-to-end coordination for Multi-Agency Risk Assessment Conferences (MARAC) for high-risk domestic abuse cases. Responsibilities include managing case lists, convening meetings, ensuring timely information-sharing, and leading a MARAC Steering Group to drive continuous improvement.
Delivery of specialist support for survivors of domestic abuse, sexual violence, stalking, and other forms of VAWG. The service will include a robust duty management system, a tiered case management model with Independent Domestic Violence Advocates (IDVAs), and culturally responsive, trauma-informed support. Partnership or consortia bids are encouraged.
Strategic and community-facing role to identify and respond to harmful practices. Activities include outreach, awareness-raising, professional training, and MARAC attendance
