Summary, notice description and lot information
Westminster City Council has initiated an open procurement process titled "Women’s Supported Accommodation" aimed at providing multi-lot support and accommodation services for women facing challenges such as mental health issues, domestic abuse, and physical health problems. This initiative is classified under the services category, specifically within Health and social work services (CPV 85000000), and will be implemented in London, UKI32 region. The procurement stage is currently active, with key dates including a tender submission deadline on 26th January 2026 and an enquiry period ending on 19th January 2026.
The contract period begins on 1st May 2026 and could extend up to June 2031, following an initial 3-year term with a potential 2-year extension. The procurement process adheres to an open procedure with electronic submissions allowed, and it focuses on delivering high-quality accommodation-based support services. This tender creates significant opportunities for businesses within the health and social care sectors, particularly those skilled in providing support to women and handling complex needs.
Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are especially encouraged to participate, given the suitability criteria outlined. Successful bidders will have the opportunity to deliver services designed for women experiencing violence against women and girls (VAWG) and other multiple disadvantages, mental health support, and domestic abuse refuge services. This tender not only offers scalable business growth potential but also aligns with socially responsible procurement and social value criteria, making it an ideal opportunity for businesses dedicated to creating substantial social impact.
This provision will be specifically designed for women who are experiencing, or have a history of, Violence Against Women and Girls (VAWG) and multiple disadvantage. The accommodation must be staffed 24 hours a day, 365 days a year, and equipped to support women with complex and high-risk needs.
The Authority requires 40 units of accommodation-based support under this Lot. While the Authority's contract will cover support services only, bidders must demonstrate their ability to provide suitable accommodation--either directly, through a consortium, or via sub-contracting arrangements. Accommodation costs will be met through rent and Housing Benefit. The Authority will not be party to any licence or lease agreements between the Provider and the accommodation landlord, and such arrangements will fall outside the scope of the contract. To be eligible, tender submissions requires 40 units with a minimum of 10 units of accommodation-based support located within a single site
The Authority is seeking a single Provider to deliver support services only for a Domestic Abuse Refuge Service within the borough of Westminster. This service will provide: Support to women and children fleeing domestic abuse, delivered Monday to Friday, 9am to 5pm, with a robust out-of-hours response in place.
