What Is the Care Certificate?

The Care Certificate is a set of national standards that defines the knowledge, understanding, and competence expected of people working in health and social care settings. It was developed to ensure that all care staff, regardless of where they work, meet consistent standards of care and support.

The Care Certificate consists of 15 standards that cover all aspects of care delivery, from understanding your role to managing health and safety and infection prevention and control. Each standard is supported by practical learning outcomes that staff must achieve through training, assessment, and workplace experience.

History and Development of the Care Certificate

The Care Certificate was developed following the Francis Inquiry into failings at Mid-Staffordshire NHS Foundation Trust. The Inquiry highlighted significant gaps in the knowledge and understanding of care staff, and recommended a more consistent approach to training and development.

Working closely with the Department of Health, Skills for Care developed the Care Certificate as a way to ensure that all care workers, whether in health, social care, or private care settings, undergo consistent, high-quality training and assessment. The Care Certificate was first launched in 2013 and has since become the standard that the Care Quality Commission expects to see in place for all care staff.

In 2025, Skills for Care announced a significant update to the Care Certificate, expanding it from 15 to 16 standards to reflect emerging best practice and changing care needs.

Transferability of the Care Certificate

One of the key strengths of the Care Certificate is that it is transferable between employers. This means that a care worker who completes the Care Certificate with one employer can take that qualification to another employer, and their new employer does not need to make them start from the beginning.

However, employers may require additional induction or role-specific training to ensure the person understands how the Care Certificate standards apply in their particular setting.

Who Needs the Care Certificate?

The Care Certificate is relevant to anyone working in a care or support role. This includes:

  • New care workers or support workers entering health and social care for the first time
  • Agency workers and temporary staff who move between care settings
  • Existing care staff who did not complete the Care Certificate when they first started work
  • Care workers in domiciliary care, residential care homes, supported living, day centres, and other care settings
  • Support workers in mental health services, learning disability services, and physical disability services

The Care Certificate is designed to be flexible and can be completed in different care settings. It is equally relevant to care workers in the NHS, local authority social care, private care agencies, and voluntary sector organisations.

Is the Care Certificate Mandatory in the UK?

This is one of the most frequently asked questions. The answer is nuanced: the Care Certificate is not a legal requirement in the strict sense, but failing to provide it could have serious legal consequences.

CQC Expectations vs Legal Requirement

Whilst the Care Certificate is not mandated by law, the Care Quality Commission expects all registered care providers to ensure that staff have undergone appropriate training and induction, which includes the Care Certificate. During CQC inspections, inspectors will look for evidence that staff have completed the Care Certificate or have undertaken equivalent training.

Furthermore, failing to provide appropriate training and induction could breach Regulation 18 (Staffing) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, which requires care providers to ensure that staff are appropriately trained and competent.

The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 sets out specific requirements for care provider registration and operation. Regulation 18 requires that care providers employ sufficient numbers of staff who are appropriately trained. The 15 Care Certificate Standards

The Care Certificate is made up of 15 standards that together provide the foundation for high-quality care and support.

Standard 1

Understand Your Role

Staff must understand the purpose of their role and how it fits within the organisation. This includes understanding your job description, responsibilities, the values and culture of your employer, and how you contribute to the delivery of high-quality care.

Standard 2

Your Personal Development

This standard focuses on ongoing learning and development. Staff must understand the importance of continuous professional development, reflect on their practice, identify learning needs, and take responsibility for developing their knowledge and skills.

Standard 3

Duty of Care

Duty of care is a fundamental concept in healthcare and social care. Staff must understand what duty of care means, recognise when duty of care has been breached, understand the consequences of failing in duty of care, and know how to meet your duty of care in your work.

Standard 4

Equality and Diversity

Staff must understand equality, diversity, inclusion, and discrimination, and how these principles apply in care settings.

Standard 5

Work in a Person-Centred Way

Care and support must be planned and delivered around the individual needs, preferences, and values of the person.

Communication

Effective communication is essential for providing safe, high-quality care and support.

Privacy and Dignity

Staff must understand how to respect and maintain the privacy and dignity of the people they support.

Fluids and Nutrition

How to Deliver the Care Certificate

The Assessment Process

The Care Certificate is delivered through a combination of classroom training, workplace learning, and practical assessment. Staff must demonstrate that they have achieved the learning outcomes for each standard through a range of assessment methods.

The Workplace Assessor Role

A workplace assessor is responsible for supporting staff to complete the Care Certificate and assessing whether they have achieved the required standards. The assessor must be experienced in care delivery and trained in assessment methods. They work alongside training providers to ensure staff receive both theoretical knowledge and practical skills development.

Evidence Requirements

Staff must gather evidence that demonstrates they have achieved each standard. This evidence can include written work, observations of practice, reflective accounts, witness testimonies, and questioning. The combination of evidence methods ensures a thorough assessment of knowledge, understanding, and competence.

Timeline for Completion

The Care Certificate is typically completed over 12 weeks, although this can vary depending on the individual's prior experience and the intensity of the training programme. Some staff may complete it more quickly, whilst others may need additional time to develop their competence.

Delivering the Care Certificate in a domiciliary care setting requires specific considerations, as care workers are based in people's homes rather than in a centralised care setting.

Despite these differences, the standards themselves are the same, and staff must demonstrate the same level of knowledge and competence as care workers in other settings.

Rushing the Completion Process

Some employers try to get staff through the Care Certificate too quickly in order to get them ready for work. However, rushing the process means staff may not develop the depth of understanding needed to deliver high-quality care.
