What are supported living tenders?

A supported living tender is a procurement process in which a commissioner, usually a local authority or an NHS body, invites providers to bid to deliver care and support to people living in their own homes under their own tenancy. The commissioner sets the requirements and the scoring, and providers submit written responses and prices.

A successful bid secures a place on a framework, a dynamic purchasing system or a contract for a fixed term.

Supported living is registered by the Care Quality Commission for the regulated activity of personal care, not accommodation. That single distinction shapes how the service is commissioned, regulated and bid for.

Models of supported living

Your bid and price must match the model being procured. Each costs differently and requires a different quality response.

Single / Dispersed Tenancy

Person lives in own self-contained home. Support visits them. Maximum independence — bid must show co-ordination across dispersed locations.

Support intensity

Low–Moderate

Shared / Core & Cluster

Several people share a property or live near a staffed hub, sharing some support. Bid must show individual needs are met within the shared model.

Intensive (24-hour)

Full 24-hour provision with waking nights or sleep-ins. Ratios 1:1 to 2:1. Bid must justify model and evidence safety at that staffing level.

Supported living serves adults aged 18 and over with an assessed need under the Care Act 2014. Yes, where personal care is delivered. Supported living is registered by the CQC for the regulated activity of personal care, not accommodation, and a minimum rating of Good is commonly required to qualify for contracts. In Wales the service is regulated by Care Inspectorate Wales under RISCA, and in Northern Ireland by RQIA.
In supported living the person lives in their own home under their own tenancy, pays their own rent and bills, and can change provider without losing their home. In residential care the provider owns the home, accommodation is part of the regulated service and the cost of living is included in the care home fee. Confusing the two models is one of the fastest ways to lose marks in a bid.
