Children services tenders: key facts
What are children services tenders?
A children's services tender is a procurement process in which a local authority, or increasingly a Regional Care Cooperative, invites providers to bid to deliver care, accommodation or support for looked-after children, care leavers and children in need.
Unlike adult social care, children's social care is regulated by Ofsted, not the Care Quality Commission, and Ofsted registration is usually required before you can deliver a regulated service. Bids are scored heavily on safeguarding, outcomes for children, and the quality of leadership and management.
The children services sectors we cover
Children's tenders are usually lotted by service type and need. Each is written for its specific regulation and outcomes.
The big change: Ofsted registration of supported accommodation
The most important recent change in children's services is the Supported Accommodation (England) Regulations 2023. Since 28 October 2023, every provider of supported accommodation to 16 and 17 year old looked-after children and care leavers must register with Ofsted, and Ofsted inspections began in September 2024.
Operating without registration is now a criminal offence, and commissioners will not place children with unregistered providers.
Registered providers must meet four quality standards:
The leadership and management standard.
The protection standard.
The accommodation standard.
The support standard.
Registration covers four categories of supported accommodation
A supported accommodation tender must show Ofsted registration, or a credible plan to achieve it, and evidence against all four quality standards. This is a major growth area, and we help providers register and then win the contracts.
How children services are commissioned, and the rise of Regional Care Cooperatives
Local authorities commission children's placements through frameworks, pseudo-dynamic purchasing systems, block contracts and spot purchasing. The landscape is changing through the Children's Wellbeing and Schools Act 2026, which received Royal Assent on 29 April 2026 and gives government the power to direct councils to form Regional Care Cooperatives.
These cooperatives commission care placements on behalf of groups of councils, with early arrangements in the South East and Greater Manchester and more planned, and the wider reforms also extend Staying Close support for care leavers up to age 25. For providers, this means larger, regional tenders and fewer, bigger commissioning bodies, so getting onto the right regional arrangement matters more than ever.

Regulatory and compliance framework
Children's social care providers are regulated by Ofsted and inspected under the social care common inspection framework. The key legal framework includes the Children Act 1989, the Children's Homes (England) Regulations 2015, the Supported Accommodation (England) Regulations 2023, and the statutory safeguarding guidance Working Together to Safeguard Children.
Bids must show how you meet these duties in practice, not just that you know them.
The nine Ofsted quality standards for children's homes
Children's homes are inspected against nine quality standards in the Children's Homes (England) Regulations 2015. A strong children's home tender evidences how you meet each one:

Children's services are judged on outcomes for children, so strong bids commit to clear, measurable outcomes.

Why providers lose marks, and how we prevent it
