Why care tenders matter
Care is one of the largest publicly commissioned markets in the country. Local authorities in England spent around 29 billion pounds on adult social care in 2024 to 2025, according to the House of Commons Library, and Skills for Care reported that the CQC regulated more than 15,000 domiciliary care organisations as at March 2025. Most of that work is awarded through tenders, so a strong bidding strategy is the main route to sustainable, fundable contracts.
Health and social care tenders are formal procurement processes where commissioners, usually local authorities or the NHS, invite providers to bid to deliver care services.
Providers submit written quality responses and prices, and successful bids secure a place on a framework, a dynamic purchasing system or a contract for a fixed term.
Adult social care commissioned by councils is governed by the Procurement Act 2023, live since 24 February 2025, usually through its light touch regime. Health care commissioned by the NHS is arranged under the Provider Selection Regime, and children’s services are regulated by Ofsted. Public care opportunities are published on the official GOV.UK portals, Find a Tender and Contracts Finder, as well as regional council portals. We also keep a live tenders hub so you can see current opportunities across the sectors above. Most contracts require CQC registration, and many require a rating of Good as a minimum.
