What are extra care tenders?

An extra care tender is a procurement process in which a commissioner, usually a local authority, sometimes with a housing association or an NHS Integrated Care Board, invites providers to bid to deliver care and support in an extra care housing scheme. Residents live in their own flats under a tenancy or lease, and an on-site team provides personal care, responsive support and community activity.

Extra care is registered by the Care Quality Commission for the regulated activity of personal care. The housing itself is not CQC regulated, which is the single most important thing to get right in an extra care bid.

⚠️ Housing is NOT CQC regulated. A bid that reads like a residential care submission will score poorly.

The housing and care split, and why it decides the bid

Extra care sits at the intersection of housing, health and social care. In most schemes the building is owned and managed by a housing association or developer, and the care contract is tendered on its own. That means you are bidding to deliver care inside someone else's scheme.

Commissioners score how well you will work alongside the housing management team, not just how you deliver care. A bid that reads like a residential care submission, or that ignores the housing partnership, will score poorly.

How extra care is commissioned

Councils and NHS bodies buy extra care through several models. Knowing which one you face changes your whole bid approach.

Single-scheme competitions: One provider is chosen to deliver the care for an entire scheme, so bids are highly competitive and may face an incumbent.

Dynamic purchasing systems: some councils run a DPS for extra care across several schemes or boroughs.

Care tendered separately from housing: the housing provider owns the building, and you bid for the care contract within it.

Pre-opening tenders: schemes still in design or construction are tendered before opening, using planned staffing and comparable evidence.

Joint funding: an NHS Integrated Care Board may contribute for residents with health needs, with NHS-commissioned elements falling under the Provider Selection Regime

The Mental Capacity Act 2005 and supported decision-making apply, and where a person may be deprived of their liberty the Deprivation of Liberty Safeguards still apply. The Liberty Protection Safeguards were legislated in 2019 but are not yet in force, with a government consultation expected in 2026, so bids should refer to the current DoLS system, not to Liberty Protection Safeguards as though they have replaced it.
