Welsh Regulatory Framework Under RISCA 2016
RISCA 2016 replaced the previous Care Standards Act 2000 framework in Wales. It introduced a new regulatory structure with different terminology, different requirements and a different inspection approach from the CQC. The Welsh Active Offer Requirement
The Welsh Active Offer requires care providers to offer services in Welsh without the individual having to ask for it. Your policies must include a commitment to the Active Offer and explain how your service will meet this requirement, even if your current staff do not speak Welsh.
Safeguarding Procedures in Wales
Safeguarding in Wales follows the Wales Safeguarding Procedures rather than the English safeguarding frameworks. Your policies must reference the correct Welsh procedures, the correct reporting routes, and the correct multi-agency arrangements.
Social Care Wales Staff Registration Requirements
Staff in Wales must register with Social Care Wales rather than with any English equivalent. Your recruitment, training and supervision policies must reflect Social Care Wales requirements.

CIW requires a Statement of Purpose that follows the Welsh format, and your policies must align with the content of your Statement of Purpose. CIW also requires responsible individuals and service managers to meet Welsh-specific criteria.
