The procurement process for Autism Support Services, facilitated by Durham County Council, has progressed to the award stage with the contract actively involving the Daisy Chain Project Teeside as the supplier. This contract, classified under the Health and Social Work Services category, aims to provide support to individuals aged 16 and above in County Durham who have a diagnosis of autism or are awaiting one but do not qualify for social care services. The procurement process follows an open procedure under the Public Contracts Regulation 2015, commencing its contract period on 1st June 2025 and set to continue until 31st May 2028, with a potential extension.
Located in the region designated as UKC14, the undertaking is bolstered by a joint funding arrangement between Durham County Council and the Integrated Care Board. This tender opens substantial opportunities for businesses specialising in health and social work services, particularly those capable of delivering support to autism spectrum individuals. Companies already operating within the County Durham region can leverage their local expertise and connections, while those with innovative support models can explore this opportunity to expand their market presence.
With a transparent open procurement method, businesses across various sizes, including SMEs, are encouraged to participate, providing a level playing field for bidders. Given the sector's current needs, businesses with services tailored to specific social issues like autism may find growth potential in similar future procurements within the UK.
This contract is for the provision of an Autism Support Service to people aged 16+. The service will target people with a diagnosis of autism, or are on the waiting list for a diagnosis, but who do not meet the eligibility criteria to access social care services. This procurement is issued under an Open Tender process in line with Public Contracts Regulation 2015, under Regulation 74 of the Public Contracts Regulations 2015 for contracts for social and other specific services (Light Touch Regime). Additional information: The proposed 36month contract is to be let with an option to extend for a further 2 periods of 24 months each from the actual end date subject to Commissioner and Budget approval. The service will be commissioned by Durham County Council and is joint funded by Durham County Council and the Integrated Care Board. The Council's intention is that the full service, as detailed in the service specification, will continue for the initial contract period i.e. end date of 31/5/2028 however the Council is unable to confirm at the point of tender the full budget as the budget from the Integrated Care Board has only been made available until the 31/3/2026. The Council will liaise with the successful provider with regards to this should budget be reduced.
