The City & County of Swansea has successfully awarded a framework agreement for the provision of temporary and longer-term supported accommodation, managed accommodation, and Housing First support. This framework aims to provide housing-related support services to individuals experiencing homelessness. It encompasses three lots: Temporary/Longer Term Supported Accommodation, Managed Accommodation, and Permanent Supported Accommodation through Housing First.
The industry category for this procurement is social work and related services, with delivery concentrated in the UKL18 region. The contract was completed on 30th June 2025, with the framework utilizing an open procedure under the Public Contracts Regulations 2015, ensuring compliance with social service procurement standards. This procurement offers significant growth opportunities for businesses specialising in social services, especially those adept at managing complex support needs like mental health and substance misuse.
The provision of comprehensive support services within this framework can be pivotal in expanding service offerings and enhancing organizational reputation in tackling homelessness. Companies with large operational scales, such as Platfform, Stori, and COLLENS HEALTHCARE LTD, are well-positioned to benefit from this contract through their existing capabilities in delivering scalable, quality-assured social services. The framework's emphasis on quality and price as award criteria, with a 65% focus on service quality, underscores the competitive landscape, encouraging businesses to leverage innovative solutions to meet service demand and contractual expectations.
In Temporary Supported Accommodation Service Users will be expected to be prepared to transition to a less intensively supported form of accommodation or independent accommodation with or without ongoing support. In Longer Term Supported Accommodation Service Users will be supported to maximise their independence and/or receive help to develop and maintain the skills to live as independently as possible. There is no expectation for move on if support needs are on-going however individuals may need support to move on to more appropriate accommodation in line with their support needs. Due to the range and complexity of needs a specialism related to a specific support need maybe requested for individual schemes i.e substance misuse, mental health. Managed Supported Accommodation is the provision of short to medium-term self - contained furnished accommodation based within the community. Engagement with support is linked to the provision of accommodation. When exiting the Service, Service Users will either: (i) move from the accommodation into suitable alternative accommodation, or (ii) continue to live within the property on a permanent basis and the Service Provider will be required to source alternative accommodation for future Service Users. Housing First is an approach to supporting people with high level, multiple and complex needs designed to deliver a sustainable exit from homelessness by helping individuals access an independent tenancy as quickly as possible and providing the support they need for as long as they need it to sustain their accommodation. Service Users will often have histories of entrenched difficulties with interrelated health and support needs which significantly impact their life and ability to function in society. Alternative supported accommodation options and other service offers are often incapable of supporting individuals with these overlapping needs. Additionally, many service users accessing Housing First may have previously experienced disruption and instability as a result of the break-down of other accommodation and support arrangements.
