The Argyll and Bute Council is currently in the planning and tender stage for providing Care at Home and Supported Living Services aimed at supporting older people and adults with learning disabilities. The purpose of the Care at Home service is to support people and where appropriate, support their carers to have a good quality of life in their own homes. The service covers both long term care needs and short term interventions which may include personal care and social/emotional support. In line with re-ablement/enablement practices, the service aims to support people to sustain, recover and/or manage their health, skills and abilities to lead independent and fulfilling lives. The service also provides support to those approaching the end of their lives in their own homes, where this is their choice.. Economic operators may be excluded from contracting with the Council if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. Information on this will be collected during prequalification.
The models of support being deployed reflect the national policy of promoting independence and responsibility, enabling people to feel safe, improving health, wellbeing and social inclusion, improving skills and confidence. This will be achieved through supporting adults with a Learning Disability to have a say, listening, respecting and responding to them in a reliable and positive way, by helping them develop life skills and by providing opportunities to access a range of activities that promote this. Supported Living services not only include care and support at home, personal care and housing support services but include as key features; improving community involvement, access to education, training and paid employment opportunities. The Provider must demonstrate that individuals spend a significant part of their time with people who do not have a Learning Disability or are paid carers i.e. access to services in the wider community, the same as anyone else would do, either with or without support, thus enabling individuals to lead a full life..
