Summary, notice description and lot information
Cumberland Council, located in Carlisle, is managing a comprehensive public procurement process titled "Carers Support Service". This procurement is designed to provide essential support services across three distinct lots, focusing on young and adult carers, as well as digital support solutions. With contracts anticipated to start on 1 October 2025, the service delivery spans a region within the UK designated as UKD12.
337 million and follows an open procedure under the light touch regime. The contracts for the first two lots are set to run until 30 September 2027, with possible extensions to 2029, while the digital support lot runs for a shorter period until 30 September 2026, also with possible extensions. This procurement opens up significant growth opportunities for businesses in the health and social work services sector, specifically those capable of providing comprehensive support to carers of all ages.
The division into three lots allows for diverse participation, favouring small to medium enterprises and voluntary community social enterprises, given the project's coverage of young carers, adult carers, and digital support. Companies with expertise in digital solutions for self-help services and online assessments, as well as those experienced in managing support systems for multi-generational carers, are well-positioned to compete for these contracts. The procurement process ensures that quality, social value, and price are key criteria, providing an extensive opportunity for various businesses to leverage their specialties in delivering comprehensive carer support services.
Assessments to decide whether the Young Carer has needs for support and whether these could be satisfied by services provided under Section 17 of the Children's Act. The assessment must also consider whether it is appropriate for the child to be providing the care.
Carers have the same rights to assessment and support that are available to the cared for person. Local Authorities have a wellbeing duty which means that a Carer is entitled to an assessment and a potential support plan.
The Provider will be required to establish a set of digitally based support functions and activities that will interface with the services being commissioned under Lot 2.
