Summary, notice description and lot information
The procurement process titled "Community NHS Health Checks" was initiated under the Provider Selection Regime (PSR) in accordance with the Health Care Services Regulations 2023. Middlesbrough Council, collaborating with Redcar and Cleveland Council, aims to provide community-based NHS health checks without a competitive exercise, identifying the most suitable provider directly. Though the Public Contracts Regulations 2015 do not apply, the PSR approach ensures transparency by publishing notices for key dates, such as the standstill period ending on 11th June 2025.
The procurement falls within the general-practitioner services category with a value of £40,000, targeting services in Middlesbrough and South Teesside. The procurement stage has progressed from planning to the contract award on 30th March 2025, with ELM GP Federation as the chosen supplier. This tender presents significant opportunities for business growth, particularly for providers within the healthcare services industry who are well-positioned to deliver community health checks.
The contract's focus on targeted outreach and patient engagement in community venues can benefit businesses specialising in general-practitioner services and community health outreach. It encourages a collaborative approach with GP practices to address unmet health needs in the Middlesbrough and Redcar regions. Healthcare providers with experience in delivering community health services and those capable of fostering GP partnerships are well-suited to enhance their service portfolio and impact public health positively through similar opportunities in the future.
This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Middlesbrough Borough Council and ~Redcar & Clevaland Council are looking to award a contract under the Most Suitable Provider process as the relevant authorities are able to identify the most suitable provider without running a competitive exercise, for the new provision of community based NHS Health checks from 1st April 2025 until 31st March 2030
