Summary, notice description and lot information
Redcar and Cleveland Borough Council is inviting service providers to participate in the "Community Opportunities Framework" procurement process, aimed at enhancing services in the health and social work sector. The tender, structured under the CPV code 85000000, seeks innovative solutions to engage adults with additional care needs in community activities. Located in Redcar, this service framework offers flexibility in service delivery across various times to cater to individual needs.
The procurement stage has progressed to the tender update, with new submissions evaluated biannually until the deadline of 31 December 2025. The contract, valued at £6,000,000, began on 1 June 2023 and will conclude on 31 May 2026, with a possible 12-month extension. This tender presents a substantial opportunity for businesses adept in providing health, education, training, employment, and inclusion services to adults requiring additional support.
Ideal candidates are organisations capable of facilitating or delivering tailored activities that align with the personal goals and assessed social care needs of participants. Such businesses stand to benefit from participating in a vibrant community-oriented framework and positioning themselves as leading providers over the potential five-year term, including the extension. As an open procedure, the procurement offers a broad and inclusive chance for suitable entities to engage and potentially expand their market presence.
The current Community Opportunities Framework commenced on 1 June 2023 and will end on 31 May 2026 (plus an optional extension period of 1 x 12 months). This framework will remain open for new submissions until 31 December 2025. New submissions received will be evaluated every 3 months as detailed within the 'Schedule of Framework openings' detailed within the 'ITT Instructions & Details of contract' within the tender documentation pack. The Council wish to appoint Service Providers to the Community Opportunities framework, (previously known as 'Day Services'). Service Providers will enable Adults with additional care and support needs to engage with the wider community and to share in the opportunities, enjoyment, and challenges of everyday life through the provision or facilitation of activities appropriate to their individual diverse needs around health, education, training, employment, and inclusion. The delivery of the service can be provided during the day, evening, or weekends to enable the Adult to have the broadest choice of service to meet their individual needs. A primary aim of the Community Opportunities Framework is to provide care and support services to enable Adults to achieve their personal goals and assessed social care needs. The achievement of Outcomes may be time-limited to ensure that the Adults are able to progress. The desired outcome of the provision of support to the Adult will be to meet the identified Needs Assessment and enable the Adult to be as independent as possible. Additional information: Variants will be evaluated based on the same evaluation criteria as stated in the tender documentation.
