Summary, notice description and lot information
The City of Edinburgh Council is reopening its flexible purchasing system for temporary accommodation and associated services, presenting a significant opportunity for suppliers in 2025. This procurement, titled "CT0627 - Temporary Accommodation & Associated Services Flexible Purchasing System (re-opening 2025)", falls under the industry category of general public services and is specifically targeted at increasing Edinburgh’s capacity for temporary accommodation. The procurement stage is currently active with the tender process ongoing, and interested suppliers should liaise with the Council by March 31, 2026.
This initiative encompasses regions like Edinburgh (UKM75) and is conducted through an award procedure without prior publication, emphasising both cost-efficiency and quality, with values estimated around GBP 430 million. This tender offers dynamic growth opportunities for businesses in the housing and accommodation sector, especially those specialising in private rented accommodations, home shares, and shared housing. Businesses with innovative solutions for adaptable, resident-focused accommodation services can benefit significantly.
Participation does not require immediate availability of properties, thus allowing a broader range of suppliers to engage. The Council encourages training on the PCS-Tender portal, thus equipping businesses to navigate the procurement system effectively. Companies with robust insurance, financial stability, and proficiency in property management are well-suited to compete, fostering an environment of continuous service improvement and enhancing their portfolio in the public sector market.
Providers will be required to provide accommodation and property management only. Which should allow access to visiting support services if required by residents. This category is designed to provide accommodation, through various types of accommodation to households who are assessed as homeless. Sub-Categories will be used to further detail the requirements for the specific types of accommodation. Temporary Accommodation which the Council has an immediate need for (please see individual specifications for more information); - Private Rented Accommodation - Home Share - Shared House (preferred Shared House Accommodation would be self-contained flats within a block). There may be further sub-categories added at a later date, this will be clearly communicated and operated in line with the Council's requirements and preferred forms of accommodation.. Please see Bidder Guidance Document for more information on the operation of the Purchasing System and how to apply.
