CT1293 - Framework Agreement for Children's Residential Care and Education

The City of Edinburgh Council is initiating a new public procurement process for the establishment of a Framework Agreement for Children’s Residential Care and Education under the Light Touch Regime of Public Contracts (Scotland) Regulations 2015. This procurement process is aimed at creating a multi-provider framework to deliver residential care, special education, and integrated residential care and education services within the Edinburgh city boundaries or within a maximum 50-mile radius. The procurement stage is currently at the planning phase, with the Council hosting an online supplier event on 31 January 2024.

The tender is expected to open for applications in March 2024, with a closing date of 30 July 2024. This tender presents significant opportunities for businesses specialising in health and social work services, particularly those providing residential care and education to children and young people with complex needs. Companies that adhere to the principles of Getting It Right for Every Child and are willing to pay at least the real Living Wage to their staff will be well-suited to compete.

This framework agreement has the potential to create long-term partnerships and financial stability for providers, as it will require active collaboration with the Council to deliver comprehensive support services.
