Summary, notice description and lot information
Cyngor Sir Ceredigion County Council, in collaboration with Hywel Dda University Health Board, is seeking a Delivery Partner for the Cylch Caron Housing & Integrated Resource Centre Scheme in Tregaron, Ceredigion. This tender involves the design, build, and operation of a housing scheme at social rent levels, alongside a Social Care/Health Board hub. The project utilises a selective procurement method through a competitive dialogue process.
Key dates include the invitation date for successive reduction on 22nd April 2025, with prior submission required by 3rd April 2025. The procurement is at the award stage as of June 2025, although marked as unsuccessful, after initial tender proposals were sought in February 2025. This tender provides a unique opportunity for businesses specialising in housing development, health and social care services, and property management to grow through collaboration with regional authorities.
It is ideal for organisations experienced in managing long-term projects, given the extensive lease agreement of 125 years. Potential delivery partners can benefit from grants such as the Social Housing Grant and other government funding possibilities, although these are not guaranteed. Bidders are encouraged to align their proposals with broader economic and social objectives to deliver community benefits, making this project particularly appealing to consortia with innovative solutions in social care and housing integration.
The Council and HDUHB are seeking a suitable Delivery Partner to design, build and operate housing for individuals in Tregaron. It is a requirement of this project that such housing is made available at social rent. The delivery of a Social Care/Health Board hub on the same site will also be explored through the dialogue process. The purpose-built centre will be known as the Cylch Caron Integrated Resource Centre (IRC). The site and IRC will be owned by the Council and will be leased to the selected Delivery Partner on a long lease of 125 years at a subsidised rental value. Tenderers must note that this procurement exercise relates to the procurement of the Delivery Partner only who will be required, working collaboratively with the Council and HDUHB, to take lead responsibility for progressing the solution agreed via dialogue through all stages of its delivery. The specification and contractual terms are to be developed and agreed through the dialogue process. Social Housing Grant: A social housing grant may be available to registered social landlords (housing associations) by Welsh Government. The Delivery Partner will be required to apply for such funding directly from the Welsh Government. A Health Capital Grant, Health & Social Care Capital Receipts and a Council grant may also be available. However, Tenderers should note that there is no guarantee that these public capital investments stipulated will be made available to the Delivery Partner.
