Summary, notice description and lot information
Aberdeen City Council, in partnership with Aberdeen City Health & Social Care, has completed the procurement process for a new "Discharge to Assess Service" to be implemented in Aberdeen City. The service involves developing a dedicated team to work alongside hospital staff to aid medically fit individuals in their transition to home recovery, focusing on assessment and enablement. This project, classified under "General public services," was procured through an open procedure, highlighting the council's commitment to inclusivity and transparency.
The contract was awarded to the British Red Cross Society with a total value of £7,069,764, and the contract was signed on 11th September 2025. This award marks the completion stage of the procurement process. This tender presents significant growth opportunities, particularly for service providers experienced in health and social care.
Businesses specialising in community care, hospital discharge services, and home recovery support would find this contract fitting, given its focus on creating support frameworks for patient recovery at home. The nature of the service requires collaboration with healthcare professionals, making it suitable for businesses with capacity and experience to deliver complex, person-centred services. The initial two-year test of change, with a potential three-year extension, offers a robust opportunity for sustained business engagement and development in the public sector service domain.
The Discharge to Assess Service will be developed by a service provider in partnership with Aberdeen Health & Social Care Partnership. A test of change will be run over a two year period and if, following evaluation, it is deemed to be successful will be followed by a three year contract for the delivery of the service. The provider would develop a stand alone team who would work alongside hospital staff to identify individuals who are medically fit to be discharged but require a period of recovery, assessment and enablement in their own home environment. The level of need of these individuals would normally indicate that they would require a care home environment. Following a targeted period of support at home, including overnight support where required, the individual's need for ongoing support will be assessed and commissioned from existing providers if required.. The contract duration and estimated contract value includes an initial two year test of change and an optional three year extension should outcomes be evidenced following evaluation
