Summary, notice description and lot information
Warrington Borough Council is currently in the tender stage for establishing a Dynamic Purchasing System (DPS) to provide Complex Care Needs services for Children and Young People (CYP). This system seeks to procure essential support services encompassing health and social care for vulnerable CYP and care leavers, aimed at improving their well-being, independence, and overall life outcomes. The DPS covers a wide range of services divided into five specific lots: Outreach Support for Complex and Standard Needs, Supported Accommodation for 16-17-year-olds leaving care, Short to Medium-Term Accommodation for post-18 care-experienced young adults and asylum-seeking young people, and Specialist Assessments & Therapeutic Services.
The procurement process follows a restricted procedure with submissions due by 28th September 2028. The services will be provided within the Warrington region (UKD61), and all communication and submissions will be handled electronically in English. This tender presents significant opportunities for businesses capable of delivering high-quality, person-centred care and support services.
Providers specialising in health, social care, therapeutic interventions, and accommodation services can benefit from the flexibility offered by the DPS, allowing them to apply at any time. Businesses with experience in handling complex needs, early intervention, safeguarding, and supporting young people transitioning to independent living will find this tender particularly relevant. Organisations must ensure 24/7 availability where required, demonstrate CQC registration if applicable, and be professionally registered and qualified for the specialist assessments and therapeutic services.
Engaging in this tender can foster business growth by establishing long-term relationships with Warrington Borough Council and contributing to the sustainable delivery of essential services for vulnerable young individuals.
This service provides in-home and community-based support for CYP with learning disabilities (LD), neurodevelopmental disorders, physical disabilities, mental health needs, and complex medical conditions. It includes personal care, respite for families, and support to build independence. Providers must ensure a person-centred approach, promoting social inclusion and skill development. 24/7 availability, emergency and planned care, and CQC registration are required where applicable.
This lot covers supervised contact, hospital or home supervision, and outreach support for CYP in need of additional supervision or safeguarding. The service assists families, provides supervision during hospital stays, and enables CYP to access their communities. The focus is on early intervention, safeguarding, and promoting family stability, with flexible support hours from 7am to 10pm, seven days a week.
This provision supports care leavers transitioning to independent living. Accommodation must include individual living spaces with 24/7 on-site support, allowing young people to gain life skills in a safe environment. Support includes budgeting, employment readiness, emotional resilience, and community integration.
Accommodation for care-experienced young adults and asylum-seeking young people who require housing while awaiting long-term solutions. Providers must deliver structured support for independent living, ensuring CYP are prepared for permanent accommodation. Support includes financial management, employment assistance, and development of independent living skills.
This lot includes psychological, psychiatric, social work, and therapeutic services for CYP and families. Assessments may be court-directed or required for social care planning. Therapeutic interventions include trauma-focused cognitive-behavioural therapy (TF-CBT), play therapy, and life story work. Providers must be professionally registered, qualified, and able to deliver high-quality assessments within specified timescales.
