Summary, notice description and lot information
South Ayrshire Council, a regional or local authority, is conducting an open procurement process for a Flexible Framework Agreement focused on Supported Living and Personal Care for Adults with Learning Disabilities. This process, which is active and initiated on 15 May 2026, is seeking submissions by 29 June 2026. The procurement is categorised under social work and related services and is primarily directed at providers within the UK, particularly in the region of Ayr.
The procedure operates under the Light Touch Regime, allowing flexibility for the agreement to reopen for new entrants at any time, ensuring the continuity of service delivery and meeting future demand. This tender presents significant business growth opportunities, especially for companies specialising in social work services without accommodation, and guidance services. The agreement supports the inclusion of community benefits such as targeted recruitment and training, SME and social enterprise development, and community engagement.
Providers are required to be appropriately registered with the Care Inspectorate and the Scottish Social Services Council, ensuring suitable service delivery. Businesses with expertise in these areas and the capacity to offer and integrate community benefits are well-suited to compete for this tender.
South Ayrshire Council wish to seek submissions from suitably qualified and experienced providers to supplement its existing Flexible Framework Agreement for Supported Living and Personal Care for Adults with Learning Disabilities (CE-163-22) The previously advertised flexible framework which commenced on 15 May 2024 allows for re-opening to new Providers. In accordance with its terms, it is now being opened for New Entrants to be admitted under the same requirements as the original tender exercise and as noted herein. Providers already appointed to the Framework are not required to resubmit to remain on the Framework. The estimated value shown in II.1.5 reflects the value advertised at the establishment of the framework which is an estimate and subject to change. As this service is listed in Schedule 3 of the Public Contracts (Scotland) Regulations and the contract value exceeds 663,540 GBP over the contract period, the Council will be using the afforded flexibility of the Light Touch Regime to re-open the framework.
