Summary, notice description and lot information
The Westmorland and Furness Council recently completed the "Hearing Support Service" procurement process, which focused on providing social work and related services to d/Deaf individuals and those who are Hard of Hearing within the council's jurisdiction. This tender, classified under the CPV code 85300000, was initially active during the tender stage and proceeded through an open procurement method. The project was intended to commence on 1st September 2025, running until 31st August 2027, with the option of a 12-month extension.
The contract was awarded on 13th June 2025, with BID SERVICES successfully securing the contract valued at £205,620. This contracting opportunity emphasised quality as a significant award criterion, with quality and cost weighted at 75% and 25%, respectively. This procurement provided excellent growth opportunities for businesses specialising in social work services, particularly those that offer support to people with hearing impairments.
The open procedure allowed businesses of all sizes, including SMEs, the chance to participate, provided they could offer innovative, person-centred services that align with the statutory duties under the Care Act 2014 and other relevant legislation. Companies with expertise in delivering flexible, user-focused services that meet regulatory standards would have been well-positioned to compete effectively in this tender.
The Service supports individuals who are d/Deaf (and are British Sign Language (BSL) users) and/or who are Hard of Hearing, have Dual Sensory Loss and are residing in the Westmorland and Furness Council area. Service Users shall ordinarily be aged 18 years and over (or 16 years and over where a young person is being supported through transition between Children's and Adult's services), resident in the Westmorland and Furness Council area and be eligible for support as defined in the Care Act 2014. The Service shall complement existing Council statutory duties delivered under the Care Act 2014, the Children and Families Act 2014 and the Equality Act 2010 (Specific Duties and Public Authorities) Regulations 2017. The Provider shall deliver a person-centred Service which builds support around the Service User and provides maximum choice, control and flexibility in the way support is received regardless of the setting whilst maintaining the Service Users' dignity and respect.
