Summary, notice description and lot information
NHS Shared Business Services, on behalf of several NHS Integrated Care Boards such as NHS Lancashire & South Cumbria, NHS Greater Manchester, and others, is launching an open tender for the Provision of Non-Emergency Patient Transport Services (NEPTS) across North West England. This process, conducted under the Provider Selection Regime, aims to appoint service providers for transport services classified under the industry category of health services, with each lot targeting specific regions: Cheshire and Merseyside, Greater Manchester and Derby with Derbyshire, and Lancashire & South Cumbria along with North East & North Cumbria. The procurement is currently in the tender stage, with the proposal submission deadline set for 27th February 2026, and contracts anticipated to commence on 30th June 2026 for an initial five-year term, extendable by three years.
This tender presents a substantial opportunity for businesses specialising in patient transport services, due to its significant collective contract value of approximately £468 million GBP and the provision for distinct regional lots, enabling specialisation and focussed service delivery. Companies with expertise in managing routine, unplanned, and time-critical patient transports such as those for haemodialysis or oncology treatments, are well-suited to compete. Suppliers are encouraged to submit electronic bids optimally configured for any of the three lots, with flexibility for potential success in one or more lots, enhancing business growth and regional presence in the healthcare transport sector.
Lot 1 - Cheshire & Merseyside Service Delivery Each lot will use the same three (3) service specifications and include Planned Patient Transport: Routine transport for outpatient appointments Unplanned Patient Transport: Transport for patient discharges and short-notice bookings Enhanced Priority Service Transport: Time-critical transport for patients attending haemodialysis or oncology treatments. The Relevant Authority anticipates that it will appoint a Service Provider for each Lot separately. Each Lot is standalone and will be evaluated and awarded separately from the other Lots. A Service Provider may be successful in more than one Lot.
